Towny is similiar to factions, but with a lot more protection so you can build fantastic towns, farms and bases without worrying of someone destroying them as long as you have enough money to keep your town running. Several towns can join together in a nation to form alliance.
Ultimate goal is to compete with other players and towns and form the undefeatable town. During weekends, PvP is enabled in other towns so you can fight others, but during the rest of the week it's disabled so you could build in peace as long as you're on your towns claimed land.
If town runs out of money, it will fall. At that point everyone can raid it.
