How to Summon any Horse in MineCraft
Now to do most of these commands you are going to need a command block. Now if you don’t know what this is look it up.
But to get a command block all you need to do is: /give @p minecraft:command_block 1
Just copy and paste that into chat and hit enter.
Now you have a command block copy and paste the commands listed to get the horse you want.
How to summon a Horse
Summon horse: /summon EntityHorse ~0 ~1 ~0
The first part tells the game what you want to do. The second word “EntityHorse” tells the game what mob you want to spawn and “EntityHorse” means horse if you did not notice that. The last part “~0 ~1 ~0” tells the game were you want to spawn the mob. So “ ~” means relative to the spot of where the command was given. The three numbers given are the X Y and Z coordinates. You can remove the “~” and put in coordinates that will make the mob spawn using the world coordinates. Just make sure to have spaces in between the different numbers.
How to summon a Horse that is Already Tamed
/summon EntityHorse ~0 ~1 ~0 {Tame:1}
By putting this in you will not have to tame the horse.

-Health runs from 1 to 30 Hearts on horses.
Note: Hearts are calculated in half hearts, so to get a horse with 20 hearts you need to give it a value of 40.
Note: But you can have horses with an odd number of hearts but the game will not show the half heart on the Visual display on the gui. Also you can give horses a half heart and it will not show at all in the gui and if you spawn it with more than 30 hearts the game will not show more than 30 but they will be still there.
Note: Horse naturally spawn with anywhere form 15 to 30, but normally average around 22.5.

-Speed for naturally spawning horse is 0.1125 to 0.3375.

Summon Horse with a Custom Visible name: /summon EntityHorse ~ ~1 ~ {Type:0,Tame:1,Variant:4,CustomName:The Horse,CustomNameVisible:0,SaddleItem:{id:329}}
Note: The difference between the Custom name Commands that are listed is the first will always be visible and the second will act just like, if you had named it with a name tag. Meaning that the second will only show the name when your mouse moves over it.
Special Examples of Custom Spawned Horses
Non-moving horse: /summon Entity Horse ~0 ~1 ~0 {Attributes:[{Name:generic.movementSpeed,Base:0. 000}],Type:4}
Note: This type of horse is good for Adventure maps and Builds for the horses will interact with its environment but will not move anywhere.
War Horse:
/summon EntityHorse ~ ~1 ~ {Attributes:[{Name:generic.maxHealth,Base:60.000},{Name:generic.movementSpeed,Base:0.3375},{Name:horse.jumpStrength,Base:1.0}],Type:0,Tame:1,SaddleItem:{id:329},ArmorItem:{id:417} ,Variant:4, CustomName:War Horse,CustomNameVisible:0}
Invisible Horse:
/summon EntityHorse ~0 ~1 ~0 {Type:0,Tame:1, CustomName:Invisible,CustomNameVisible:0,SaddleItem:{id:329},ActiveEffects:[{Abient:0.0,Id:14,Amplifier:2,Duration:99999999}]}
Note: You can only find this horse form its particles so don’t let run off because you won’t find it.
Upside down Horse:
/summon EntityHorse ~0 ~1 ~0 {Type:0,Tame:1,SaddleItem:{id:329} ,CustomName:Dinnerbone ,CustomNameVisible:0}
Or:
/summon EntityHorse ~0 ~1 ~0 {Type:0,Tame:1,SaddleItem:{id:329} ,CustomName:Grumm ,CustomNameVisible:0}
Benchs:
/summon EntityHorse ~ ~-0.4 ~ {Type:0,SaddleItem:{id:saddle},Variant:0,Tame:1,Temper:0,Attributes:[{Name:generic.maxHealth,Base:1},{Name:generic.movementSpeed,Base:0.00},{Name:horse.jumpStrength,Base:0},{Name:generic.followRange,Base:0.00},{Name:generic.knockbackResistance,Base:100}],Invulnerable:1,HealF:1,PersistenceRequired:1,NoAI:1,Silent:1,ActiveEffects:[{Id:14,Amplifier:1,Duration:2000000,ShowParticles:0b}]}
Note: Now some times on severs you can see benches that you can sit on. Well they do this by using invisible horses. This code will get you the horse, but you may want to adjust the Y value. In addition, to summon the horse put the command block below the bench and then activates the command block. So the horse will be summoned at the right height, for the player to believe they are sitting on the bench. P.S. you will be able to kill the horse in creative, but only in creative. Other gamemodes can not hurt the horse.
How to keep Horses from Running Away
Now you need to be in 1.8 for this command to work. Just run it off a hopper clock.
execute @a[type=Player] ~ ~ ~ /execute @e[type=EntityHorse,rm=3,r=256] ~ ~ ~ /effect @e[type=EntityHorse] 2 1 50 true

The command I used from your post is:
/summon EntityHorse ~0 ~1 ~0
{Attributes:[{Name:generic.maxHealth,Base:60.000},{Name:generic.movementSpeed,Base:0.3375},{Name:horse.jumpStrength,Base:1.0}],Type:0,Tame:1,SaddleItem:{id:329}}
I get 'Cannot Summon Object' in text, and 'Horse is not a valid number' in the command block
