Format number in the pack.mcmeta was changed so Version 1.19.4 and 1.19.3 don't have errors popping up.

Apologies for the late response, here are some things you can do to troubleshoot.
  1. Double-check if OptiFine is installed. It may not work correctly if OptiFabric, CIT Resewn or any other related mods for Forge or Fabric are installed and being used.
  2. If you are sure you have OptiFine installed, please navigate to your video settings. Under quality, please check if the Custom Items toggle is enabled.
  3. Be sure to check that the resource pack is enabled and in your resource pack folder. Do not unzip the resource pack.
