Flandre Scarlet comes from the game, Touhou 06 - Embodiment of the Scarlet Devil
Flandre is younger sister of Remilia Scarlet, who is also a vampire that lives in the Scarlet Devil Mansion. Flandre has been locked in the basement of the mansion for 500 years, possibly due to her destructive powers, she wields the mythical Laevateinn (Her sister wields the Gungnir) spear and is known to be extremely uncontrollable if she starts a fight.
Still, Flandre is probably the most popular character in the Touhou franchise, made even more popular with remix videos of her theme song "U.N Owen was her?" A great example would be the Ran Ran Ru video, (AKA Ronald McDonald Insanity) video.

Besides, I don't own Touhou, I don't reserve a right to stop you from making touhou skins and I find skinning more of an art form, where everyone has their own style of making them.
