How can i enter creative mode so that i can see the city from better angles?

1. Load the map
2. Press ESC
3, Press Open to LAN
4. Change gamemode to creative and set allow cheats to ON
5. Press START LAN WORLD
6. Bring up chat and type/gamemode 1
7. Enjoy the flying.
