Who cares if we leave a few inactive people around? The majority of them are only inactive for a little while due to being burned out or due to real life getting in the way. I have yet to see an example of where having an inactive mod on the team has caused issues. If you contact a mod for help and they never answer you because they are inactive then you can easily send the message to another moderator. If they moderated something of yours and you felt they were wrong and then they go inactive you can still contact another member of the site team for help.
Sure you could say this is more effort for the member but it is highly likely that they contact another member of staff anyway, regardless of the original staff member's activity.
As far as what I can say about the rest of the team. None of them get extra work due to leaving inactive people around. If we remove some people the work doesn't magically disappear. (And as Pala mentioned, our team size has no limit)
Also regarding the allegation that we get rid of things that call us into question. This only happens when said questioning is something that should be done via PM, i.e contesting moderation. We leave the discussion that actually require community discussion around. If you can give me an example of a conversation that was snuffed out purely for calling mods into question then please share this with me (even if you send it via PM) as I would take great issue with something like that happening.
So finally if you could explain to me what demonstrable negative effects inactive mods have on the website aside from trivial, "It looks bad" things I would be happy to give you my take on it.
Again I would like to reiterate that this is my viewpoint, it is highly possible that I have missed negative effects of inactivity on the site as well as examples of your allegations but from my perspective I don't see it.
