B, 4-tall sugar cane is pretty common to me, water in the nether is impossible without commands, non-moving lava is below -54 iirc, ancient debris at y 81 is another good method to finding them (but not the best) and villages can't spawn submerged.
4 block tall sugarcane has the same odds of the farlands so not really rare
