Help getting my server set on fire

I run a custom minecraft server hosted 24/7 on a VPS. Tons of java code I wrote but it just isn't getting enough players to keep the server on fire.
Any recommendations on what to do? Events, NPCs to play with?

I HAVE TO DO A NEW EVENT ON MY MODPACK
I would do a Halloween event and add NPC's that you can trade pumpkins for emeralds or something like that.
