Some things are some things aren't. Herobrine himself? Sort of, there was a monster mob in early beta versions of minecraft. I heard it could spawn in the far lands during beta, but I recorded teleporting to the far lands and found nothing. The mob does exist though, there is a map where someone edited a spawner for it.

what it was, was early glitches in the game that caused things like trees without leaves, weird cave formations, and the such, and like Scalieromega9000 said it was also 5-10-year-olds saying it, maybe some adults and teens mixed in there but there is a huge chance that it was pranks

Herobrine is a joke. He does not exist at any point in any of the game's code. The creator of Herobrine simply edited a white-eyed Steve into a video, and the hoax spiraled from there. Mojang encouraged the joke and it continues to this day. But he does not exist. Anyone who claims to have seen Herobrine is either being pranked or is doing the pranking. There are mods and data packs that "add Herobrine," but they are made by the community. At no point in the current, official Minecraft release can you find a white-eyed Steve. The closest thing you will find are player models that could be spawned by a player using the 'f' key in the Alpha versions of the game. This mob, called "Human," had Steve's skin. But it was removed later on.

(The face found in the static of Disc 11 is not Herobrine. C418, the author of the disc, his skin is Steve with a noteblock on his head. The number 12418 and the face are not a message from Herobrine, it's a signature.)

Herobrine is not in unmodded Minecraft, and never has been. There are no references to him at all in the source code, and there is no code to allow for any entity to act like Herobrine. It is not possible for Herobrine to have ever existed in any unmodded clients or servers. Any appearances of Herobrine are caused by either mods being installed or because of another player using the skin.
