If you are asking about adding an image to a post (forum/body of a blog/etc.), Adasiek532 is correct: PMC (with minor exceptions) requires that the image be extermally hosted.
One then adds the image by including the URL (possibly within image tags)
As an example:
an image of my recent Ice Golem mob skin is hosted by imgur at i.imgur.com/MWhW9aJ.jpg
imgur.com is one popular free image host, others include imagebam.com, postimage.org or search the web for free image hosting
