Help me im try make a adventure map in 1.1.4.4

i look everywhere for one that work but not have im in 1.1.4.4 try to make a command block that give the play a pickaxe the can only make mine certain blocks but it just not give me it and idk why plz help idk what im doing

i think that before a certain point adventure mode worked differently so that might be the problem
