Reserved6. It used to replace fire back in the early days of Minecraft Bedrock as a temporary fix to a bug where fire would burn anything. Now, it literally has no use but I guess you could use it as a building material. (It has a cool texture tho.)
i dont play bedrock so for now this discussion is java edition
cartography table. it has a use but that use is very pointless as maps don't really a use have outside of decorative mapart since coordinates exist. also weeping vines and diorite(which, unlike tuff, is too ugly for building, and can't be used to craft other things except stairs and other ugly diorite decoration blocks)

If you put calcite in between polished Diorite and white concrete powder, it makes a really nice building gradient, just saying.

Reinforced deepslate: it can't even be obtained outside of creative mode without mods, can't be crafted into anything, and can't even be used in decoration because it can't even be mined or pushed by a piston

Tuff can be used along with basalt to make a volcanic theme build (like the basalt stomper lair in the beasts of war mod
if a block were useless, mojang wouldn't have added it to minecraft, so therefore tuff has a use and no other block is more or less useless than tuff because tuff is the same as any other stone block like andesite or granite. do I win...?

Tuff cant be made into stairs, granite andesite diorite cobble stone and such can. There will never be anything less useless than tuff, and there will be stuff just as useless, but there will always be more useful things out there

thick potion can be drank and you can get a bottle from that, poisonous potato i think can be made into suspicious stew, air block stops you from suffocating.
structure void I win
you can walk through it, which is a rare quality not many blocks have. doesn't make it "useful" in a way, but its unique.

Structure void signifies to the game when spawning in a structure that the block it's in shouldn't be replaced with air.

We the map makers used structure blocks to easily copied an already existing builds without mods
It's also pretty useful for maps were you click smth and it shows text or whatever

Kelp block. It looks ugly and isn't even a good fuel source.
kitchen floors made of kelp are gorgeous.
