I'm not sure if this has been said before, or if this is even the right section, but this is something I feel really needs to be fixed.
Looking at that image, you may notice that part of the hat layer is overlapping the black dot on the left of the head. On the actual skin, there is no such thing. That overlapping hat layer is actually from the body.
Not only that, but on the side views, the hat layer of the head is overlapping the arms.
Upon inspection of this image, I have noticed that the arms also overlap the head on the front and back views, too.
The white cloth on his chin is actually from the body.
I'm not sure how, but I really feel that this is an important issue that has to be changed.

A more obvious example of the body overlapping the head

The first image does indeed show the issue pretty well. Very simple issue, it's just part of the way the ordering of rendering works. I can mess with it this week and get it fixed.
Thanks!
That's the actual skin layout, not the preview, I'm assuming. Until 1.8 skins are rolled out there isn't really a way to tell how they're going to look, whether they overlap the head layer or not.
I'm guessing that's how it's going to be, how it is shown here.

It's the preview that's the problem. It would be illogical if the jacket layer were to overlap the hat layer from the front/back, as the body does not overlap the head.
Also, the snapshots that support the new 1.8 layout are a good idea as to what the new skins will be like.

Yeah but the hat layer on the head rises one pixel above the top head (non-hat) layer.
Therefore the rest of the armour layers would be moved upwards as well

But they shouldn't overlap the head in the 2D preview.
Layers for front/back:
Hat
Head
Jacket/sleeves/pants
Body/arms/legs
With the hat and head on top, because it comes out in front in 3D.

clean up your file
you have pixels outside the boundaries
you have pixels outside the boundaries
Um, thanks for downloading?
Having pixels outside the boundary doesn't affect the rest of the skin in any way. It doesn't matter whether they're there or not.

^ ^ ^ What he said.
Hopefully the overlapping isn't a fault on Mojang's behalf.
