Is it finally possible to post high-res skins?

I have a couple High Resolution skins, and I thought I saw a couple of high-res skins posted on PMC. I know you can't wear them yet, but can you upload them?

You need to post them as a download in a Blog with a picture of what it looks like.
It's not possible to upload them yet.
