Well I've made a skin some point two years ago, Recently I've noticed the download link takes you to a broken script, Not only that but the delete option in editing is also same way. http://www.planetminecraft.com/skin/bob-the-crazy-skelly-2570574/

try upload this skin in edit option but with other file name. for example, if skin's file is 1.png, change it to 2.png etc. its happening when u update skin with the same file name

The 3D preview also doesn't seem to be working for me. Try updating the skin and re-uploading it and see if that helps. If that doesn't work, make a ticket for the error.
