Welcome to the Lead Paint Society!
The goal of this group and this thread will be for artists on PMC to give advice and feedback on anything you want, be it painting, line art, renders, or even animation!
(mentors pending for some of these)
These mentors are people with art blogs on PMC willing to drop by this thread every so often to give advice... so if you want, you could specifically ask for some or all of the people below to help you, or you could just direct it at the site at large. Included are some sample arty thingies they've made, to help you decide who might be able to help you with your project!

My first art i've made. It is my skin (MrPenguino) holding a penguin. I really like art and i'm interested in any criticisms or feedback anyone has. Also, this took me around 2-3 hours to create, which i'm not sure if that is a normal time or very long. Could have just been because my first one but if you can please provide tips on how to make things easier. Thanks!

This was my first time EVER making a MC character, and one of my first times actually doing an art. I used Paint.net, which I want to change to something better eventually. I am look for HEAVY criticism, I really need to know what to improve. Thanks!
For the style you're portraying, it's well balanced.
The colors are a bit saturated, however. I would have gone with something a little more flat and added shading to that to give it the contrast it needed.

I have a question for Sump! [ OR ANYONE that can answer. :3 ]
What's the best way to go about setting up an image with foreshortening? Be it in landscaping, or even a body pose?

the first thing is the horizon, since that anchors where all your lines are converging to. where you place it on the image decides how much space you have to work with above and below it. (or you could forshorten to a single point, too)
the other big thing is to decide on the angle you're viewing from. for instance, in this one from the interwebs if the "camera" were to be a bit lower, the lines would move out above and below the horizon, instead of all running down, diagonally. (they'd do that anyway if they had traced out windows on the building higher up, or something.)

I'm not an expert in any way, but to really make it work and have it look good, make sure to really plan it out until it looks good. (Using pencil lightly if you're doing it IRL)

I'm not the best one to offer advice on these, since I mostly do realism. That said, I think one thing you could do on the ones in pencil is to make the shading really sharp like in your digital ones. In your digital art you have really clean shaded sections, your regular shade and your shadows, like here:
if you line out faintly the sections you want to shade for you pencil drawings first, you can fill them in really evenly and cleanly like you do for your digital ones.
I'll leave it to one of the others who does cartoony stuff to say something more helpful, sorry xD

In your digital art you have really clean shaded sections, your regular shade and your shadows, like here:
