I think it depends on what you mean. MCPE players might have to spend more time practicing pvp but once you actually practice beating windows 10 players is pretty normal. Windows 10 and console players most of the time can click faster than pe players and have a advantage in bridging. With aim mcpe players have the lower advantage. In my opinion there should be mcpe/mcbe/mcce only servers.

Additionally the naming convention of pocket and legacy console editions has been officially discontinued

With the closed system Bedrock edition is, I dont think you can get actual modded apks that connect to servers.
You usually need to inject code into the running game to make mods work in servers
