haven't been able to find a horse stats datapack for 1.21.10 so thank you for this! question--is the speed measured in blocks per second? also, is there a way to keep the text on the screen for a little bit longer? thanks!

In short - yes, speed should be in blocks per second, there isnt currently a way to make text appear for longer, there may be in the future if it is a commonly requested feature.

hi! firstly, great and convenient datapack for horses, thank you so much! i had a similar question about speed as the minecraft wiki states that the minimum speed value for horses seems to be ~4.74 blocks/sec but i've been finding horses with speeds that are less than that (~3.50) and was wondering what that value represents

yeah is possible the wiki is outdated, I didnt work on previous versions where horse stats were stroed in NBT, but as fas as I know they have been switched to attributes - potenialy being responsible for the change allowing foir a new slower gen of horses.
