This datapack allows the rarer 1.19 content such as Echo Shards, Disc Fragments and Allays to be obtained renewably and more easily. This would be useful in really old worlds with many explored chunks where new pillager outposts with Allays and Ancient Cities may be difficult to find or multiplayer servers with limited world borders where new outposts or ancient cities cannot generate.

Yes, I am aware that 1.19.1 adds Allay duplication. But because of the chat report and global multiplayer bans, it is literally 1.19.84 and should be avoided like the plague until chat reporting is removed.
