Do you have to kill the mob in a specific way to get the chance for a head? Or is it dropped any way you kill them? I think it would be more rewarding if you have to blow up every mob with a charged creeper in order to get the head, like maybe 100% drop ratio with that. Maybe with the exception of the wither. Or at least lower the % ratio if they are killed any other way, but charged creeper is a guarantee way of getting one? Just throwing out ideas. Can't wait to see the full release.
