why cant i add modPACKS

how do i publish a modpack for a server im working on
?

We dont allow modpacks because its almost never made by the person who made the mods and we dont allow people to reupload other people's content.

I don't think it is a bug. Modpacks contain more than one mod, by where it is hard with the permissions to use them for specific purposes
