PMC emoji update

PMC should get an official custom emoji system, a button you can press on wall posts and forum posts (Both the posts themselves and the comments) to open the PMC emoji list, where you can press one or multiple emojis to paste into your text box

The emoji's used should be the ones from the official PMC discord or something similar

You could even make popular PMC users into their own emojis :pmc_pleading:
