This pack is made for Minecraft 1.11.2. It should work in other versions, but is pointless in 1.13 and higher versions as autocomplete/highlighting is now built into the game.

Command Syntax Highlighting
is a small resource pack that does one thing; colors certain characters used in commands. The purpose of this pack is to make it easier for mapmakers writing complex commands to see brackets, commas, and other characters that are integral to the commands running properly.

What part of it didn't work? Did it not show up in your resource pack menu at all, or did it not highlight characters when you had it loaded?

The characters are normal and not highlighted( I used it in 1.11)

That's entirely possible, though I'm not sure what exactly forge would change in relation to font files. I would try without any mods, including forge, and remove the other resource pack just in case.
