This is the USMC Service Uniform, worn when meeting dignitaries, reporting to on-shore duty, or visiting the White House (Unless a different uniform is prescribed). The rank seen on the sleeve is that of Private First Class (PFC). These uniforms were also worn by Marine personnel during WWII.
