Demon race of the underworld, dwelling deep in Hell's core, the civilization of infants who died at or before birth, take shape as Arbiters. They are immortals whom posses the power and grant access to Hell's gates. These arbiters make sure that Hell is secured and that no demons will escape. One must look upon the Arbiters as higher rank than one's self in order to gain it's pleasure, never make an arbiter angry, they may capture you. The deceased who chose deeds of evil must enter the gates, but never leave, unless they escape into the world of mortals. However, if one is not deceased and still has not completed their life cycle, they may enter Hell, but must complete the Demon's Trial in order to return to their world, the world of mortals. Just as a dragon, a demon is a form of mortality.
