This is the J-type diplomatic barge Senator Padmé Amidala used as a transport to Coruscant on the day of the vote of the Military Creation Act. Too bad Zam Wessell destroyed the vessel in an attempt to assassinate the senator. Would have loved to see it used more through "Star Wars: Episode II – Attack of the Clones."
