Update news
I'm so proud of myself (loser), 3.0.0 took 2 days of straight work without 1 sip of coffee.
It is reccomended that you completely delete everything but the server folder, and move in the new 3.0.0 files into it. This will prevent any bugs in the settings. You'll need to set up your passwords again!
There is 1 bug. Whenver you refresh the page, for some reason the .css styles go away! Just click one of the links for it to load again. **FIXED**
What is PhpMCServer?
PhpMcServer is a prescripted website for server owners. All it requires doing is setting up a web server, alongside a Minecraft server. There is not much you can do now, but the development of this project/mod is going great. I've always been coming up with new ideas for it.
I plan to make it so that you can add your own custom designs into the website. (fonts/looks etc...)
As of today, right now, I'm developing a user control panel! This means that your people from your server can create an account on the website and log in.
Current Focus
My current focus on this project is security. I want you and your users/admins to be as secure (information wise) as possible.

Files needed.
1) Get bukkit http://dl.bukkit.org/
2) Get the server files... download
3) Get a web server: Xampp: www.apachefriends.org/en/xampp-windows.html

Tutoral.
1) Install xampp YOU MAY NEED A SEPERATE TUTORIAL
2) Go to C:/xampp/htdocs/
3) Delete everything inside there.
4) Put all the server files in there.
5) Rename Craftbukkit-VERSION.jar to bukkit.jar
6) Place it in C://xampp/htdocs/server
7) Run startServer.bat inside the server folder. (Use this file to start up the server, also.)
8) Once it sais Done! in the console... type stop and let it close.
9) Go to http://localhost/setup
9.1) Delete the setup folder.
10) Set up usernames and passwords.
11) Go to http://localhost/?r=AdminPanel
12) Log in and start using the features currently installed.
More features will be developed.

How to edit the settings:
::Option 1 (RECCOMENDED)::
1) Go to the admin panel and click on Edit Settings.
::Option 2 (NOT RECCOMENDED)::
1) Go to php/settings.php
2) Open that in any word/text editor and change the settings.
WARNING -- Do not delete anything in that file, only edit it. Read the file for more information.
How to edit the home page:
::Option 1::
1) Go to php/homepage.php.
2) Open that in in any word/text editor and write anything you want in there, HTML and PHP allowed!
::Option 2::
1) Go to your settings and click "Edit Home Page"

BTW im running XAMPP on my Mac running Mountain lion, i order to get the PHPMcServer to work i had to chmod it(even now it doesnt work). is there a way you could possibly fix it.
To answer your question, yes, it is in development. Although, you may still use it. You shouldn't get any errors on XAMPP, it should work just fine. I'm also not quite sure what chmod is... I'll have to look into that. If it supports the PHP scripting language it should work there too.

This does not use MySQL it uses htaccess file protection and Md5 hash encryption
