If you want this to be some sort of boss mob you can use this command: /summon minecraft:phantom ~ ~ ~ {Size:64}
(it will summon a massive phantom)

after looking at the phantom's wiki page for the max size, i found out that there was an unused red phantom texture (this wasn't inspired by this, explaining why there is no credit to mojang)
