you can't actually set this as a cape with out mods

if you play java, you can migrate your account to get it

That's pretty impressive just getting it from the video. Good job. If anyone else is looking for the actual file exactly though, it can be found on the Minecraft wiki on the capes page.

I'm dumb, how do I use/activate this?
It does not show up in the resource pack options, which is where my comprehension of how this stuff works starts and ends.
