(Also, him avoiding eye contact doesn't necessarily mean he likes you. In fact, I rarely make eye contact, hence me being called rude approximately every 3.14 seconds)

2. They're shy

4. Or they just don't want to talk
This is advice form a sister, not a male though. But this could work out, just saying.
He probably likes you, he seems to shy to ask (If he is really outgoing or dates a lot then disregard that), I think you should ask him, I mean there is nothing wrong with a girl asking a boy out.
