What program should I use for Texture Pack making?

Hey PMC, I was just wondering of making a texture pack so here is my question just to get it started. What type of program is good to use for Texture Pack/Resource Pack making? I really don't know so I thought you guys, the community, would be good.

You can use any program, paint or photoshop, etc. But i think photoshop is more useful.

Nope. Paint doesn't have transparency, and not having transparency will mess up things like armour textures, mob textures and item textures.

Personally I use GIMP since I understand it best, but it all comes down to personal preference.

You could use NovaSkin. It's more a website than a program, but it's still usefull.
