Compress the file, and upload it to a file hosting website and copy the link it gives you. From there you can post the download link to PMC.

It depends what you are uploading it to. Using .zip compression is what you want to do if you are putting it in cloud storage (like dropbox and google drive), or if you are uploading it directly to a minecraft server, keep it as .jar
