I think it is: /particle minecraft:falling_dust (I think you include the block here to change the colour, like minecraft:gravel to change it gray, or minecraft:red_sand to make it red-orange) [pos] [delta] [speed] [count] [force¦normal] [player]:

make a superflat of sand and view under it via spectator mode

/particle minecraft:falling_dust minecraft:sand ~ ~ ~ 0 0 0 0 10
This? Or:
/particle minecraft:block minecraft:sand ~ ~ ~ 0 0 0 0 10
(~ ~ ~ -> Pos; 0 0 0 -> Delta motion, 0 -> Speed; 10 -> Count)

/particle minecraft:block minecraft:sand ~ ~ ~ 0 0 0 0 10
