Post on all server lists websites, and let youre current playerbase, upvote them, maybe reward them for upvoting.
Contact small/midsize youtubers about your server and let them play, have something that makes you're server different from all the others.
If u wanna actually use money, you could try places as twitter/reddit, youtubers to pay for advertisement of youre own server.
