Use mine hut it gives 2gb more than enough for 10 data packs and 30 players
Server.pro actually works pretty well, save for some minor hiccups.
Aternos is pretty good but if you are really trying to make one you might just want to go ahead and purchase one tbh. Thats what me and my friends did and we created a 1.16 factions server. the ip is play.miragefactions.com and the discord is https://discord.gg/QUFVdzzRg8

Use minehut for SMP style servers
I mean i have a anarchy server, its not good and not always online but its a non pay to win hack free anarchy server. Oh my grammer
ScalaCube is good, you have unlimited player slots, but I'm not sure about data packs though.
The last choice is Minehut. That's also free.
hmm... the only good one i know of is Aternos. Yes, it is sometimes laggy but it gets the job done right most of the time.
