/setworldspawn not working correctly! Please help me!

When I do '/setworldspawn', it doesn't technically set it there, even if I do '/gamerule spawnradius 0' it sets me on top of what I want it on, say I want it in a cave and I spawn at the top of the world, or I set it inside a Star Destroyer and I spawn outside in the vacuum of space. I don't know how to fix this or even if I can fix it please someone helps me I am in need of this to work so my maps will actually spawn right instead of having a giant hole going to the surface on top of where I want to spawn. HELP!

It works as intended. The world spawn will place you at the highest block it can find at the x and z coordinates specified.

If you want to avoid this, set up a death counter (and a way to detect for new players) and use those to teleport players when they respawn / join for the first time.
