For the past two months or so, I've had an odd issue where my fps will freeze (drop to 0) for a good 10 seconds. I'm using 1.11.2 Optifine, the latest version, and have reinstalled Minecraft twice.
The issue only seems to happen when I join a server that has very few people online (ie the issue doesn't occur on a big server like Mineplex, but it does on the smaller servers I play that get an average 60 players) and is amplified/triggered when I ride a mob or cart etc. I've tried playing with and without Optifine, changing my Optifine settings, everything I can think of.
The problem does occur in single player.

Try installing optifine.
Hi, can you post your computer specifications? Like CPU, RAM, etc.
If your Minecraft session is unable to allocate enough RAM then you get memory issues which cause lag. Another problem can be the CPU can't keep up because MC is a very CPU intensive game.

Are you running any mods, apart form Optifine? It might also be the problem that Minecraft does not have access to enough RAM in order to run smoothly.
