How do you make a 1.17 Resource pack?

Create a zip file in AppData\Roaming\.minecraft\resourcepacks.
Copy & paste the assets folder from the jar file in AppData\Roaming\.minecraft\versions\20w49a into the new zip file you created.
Copy & paste THIS text into a notepad and save it as "pack.mcmeta" into the zip file.
Then you can edit the textures in the zip file as like you wish.

You can open if it you install WinRAR.
