I need to import a cape because there are cape creators that are awesome such as Sp3nc3r_ or Entium but i can't import them.

Your capes were made before the official release and they are some of the best of PMC, for example, did you check the migrator, it;s the best mob skin ever.

You have to use a mod, or a really complex texture pack.
