This is something serious, I even have the PDF on my computer and I don't understand it because I don't understand Russian, I only know the very basic about the language, and I am trying to track any way to contact the author

Idk, still, this pdf has been analyzed by different people more than once and it is not dangerous, however, ig my computer is even more protected to common attacks because it uses Linux and not Windows

Because if you mean the file it will be hard, first off: Web translator most of the times are not totally accurate, secondly, I tried and there's one point where the creator uses words that Google cannot identify so the translator breaks and gives messed up translations, and finally, the file is 900 pages long... Only a native Russian speaker who likes reading could help and tell us what is this book about, or someone who learned Russian to the point they're fluent on it...

I decided to look this up and it seems I did find some other people talking about the site this file came from. Apparently, it's existed at least since 2021 and has reportedly had other oddities. I saw a Reddit thread from around a year ago where the OP talks about going to an article on the site which had an unrelated image (a photograph of a 1935 meeting between a Vatican ambassador and a particular authority figure of Germany) at the top and also had background music playing for some reason. Don't know if you've already discussed this anywhere, but just thought I'd mention it.
Sadly, I don't have Discord, and I'm not sure how much time I can commit to full-on research towards this subject at the moment, so I'm not necessarily too much help. Nevertheless, I wish you the best of luck in unraveling this mystery.
Personally, this seems a bit like something that could fit into an Internet mysteries-type YouTube video, so it would be kind of interesting if a YouTuber of that sort decided to cover this at some point. That's just my opinion, though.

Unrelated, but in 2020, my friend sent me a video with my Garticphone drawing of Wario with heart eyes as the thumbnail. The title was called "send this to your crush" and the video is about a dog beatboxing and farting. Yes you heard me right. Now, I just found out that this animation of dog beatboxing and farting was popular as Discord video memes. I asked my friend where did he get the animation and he said.. "I dunno" and the furthest I got in the search was a YouTube video from 10 years ago from a Russian YouTuber with only less than 100 subs. That video also gained 3.1k views, so I doubt that it was made by this Russian YouTuber. It would not make any sense if 1 in 250 million Discord users found that video from that Russian YouTuber and then converted it into mp4 and sent it to their friends.. unless if that Discord user is the Russian YouTuber. But I doubt it. Anyway, my best theory is that the animation of dog beatboxing and then farting was from an obscure Russian/Ukrainian/Belarussian forum site. And that's probably where the uploader and the Discord user got the animation from.

His videos also have really weird titles. One of them is titled "Yesterday I corresponded with the devil. Well, at first I asked him probably the most important question" if translated to English.

Okay, Вася Белка's last video on YouTube (judging by the comments) is about critizing (sorry I don't want to bring this up but) political leaders and religions. That's what I know AFAIK.
