Can you elaborate on your error?
Is the Syntax wrong or is minecraft bringing up an error?
If the command works, what do players respawn after the command execution?
If they arent spawning in the exact coordinate position, and you're playing Bedrock, go to BigBuild's comment.
Otherwise for Java:
Set the spawn radius to 0 and try the command again

/gamerule spawnRadius 0
it doesnt work, it makes me go +y axis. i tried putting more blocks so it doesnt spawn on top and ruins the game, but it just gets higher
The player will spawn in the topmost block if the exact spawnpoint coords are covered with non-air blocks.
Make sure your spawnpoint actually has at least a 2 block y airspace for the player to respawn.
Also you imply the gamerule did work, because the radius only is supposed to cover the x and z axis

oh wait i fixed it
thanks
everything is Not-red, no errors, i got the / (not like the last time i asked), so i guess that's the problem.

just do setworldspawn without coordinates
ill try
Setworldspawn without coordinates just sets the spawn to the executor's current position.
So unless you had a syntax error, this may not work

Just a little tip, if you want to turn off re-spawn protection, you have to set "respawn radius" in the world settings to 0. That will basically allow the player to spawn indirectly where you anticipated, even if the game thinks there is something that shouldn't be there. You may have already known this lol, but It might be what is causing the problem!?
Another less likely reason could be chunk loading issues with the command block being too far away or just a coordinate error. Hope this helps!! and if not, let me know and I will try to provide further help. good luck!!
This is just a little example of what this command should look like, sounds like you got this part down, but just in case anyone else takes a look at this forum for their own needs- /setworldspawn 10 4 10

When you set the worldspawn, those coords are saved in the level.dat, so this is not a chunk loading issue.
Usually with errors in worldspawn/spawnpoint its either coordinate miscalculation or the respawn radius, for which you've covered both
