Ok so from what you have said it sounds like the guy just won't pay attention to you. Or he won't look you in the eye as you say. I have had this problem before, yes easy to believe I know but just try talking to the guy you know. Find some common ground and you just might get him to talk to you. The reason he is probably doing this is because he lacks the confidence to talk to you. It seems to be a real issue nowadays but just keep trying. If you really like the guy then don't give up easy but be nice about it. Start with something small, like asking to borrow a pencil. That will certainly get him to think about you(one way or the other). And just do that for a bit and then try to move on to something a little bigger and just work your way up from there. I do wish you luck on this and a happy life.

EDIT: And appending the comment above this is how my ex got me out of my "shell" as people call it. It might not work for him but it did for me. I hope this edit helps or at least clarify's,

I was like this guy of yours as well. I had three classes with the girl, so I would sometimes stare at her. More often than not, she would catch me staring. If I ever had to work in a group with her or just talk to her, I couldn't make eye contact. But we eventually became close friends, mostly because she came to me first and talked to me. Now we're the best of friends, and have a very close relationship.

Moral of the story: By the way he's acting, it's very likely he's attracted, but too shy to make a move. My advice would be to try making friends with him. In my experience, the relationship last much longer and is a lot better if you become friends first, rather than just diving into a relationship.

Also. Having friends ask him if he likes you is a fairly mediocre idea. It's quite obvious.

sort of like fishing you have to bait the fish (ask him out or get him to ask you out), once he bites(goes on first date) you can just let him sit there or he will get away so you have to make sure to set the hook(establish second date soon after 1st) and your good to reel him in (i feel so proud of myself for that)
