How to make a minecraft texture pack menu?

I am trying to work on a texture pack that adds an additional menu to the game. I am wondering how to do it and I have taken apart other Minecraft clients to see how to do it but I can't find out how to do it. I want to have a menu that I can toggle on and off different options but I can't seem to find any documents about it. If someone could please help me it would be much appreciated.

oooo that's gonna be a very long and complicated process. best i can tell you is to add a toggle to an existing menu that brings up a custom panel. this would emulate adding a new menu pretty well and i'm pretty sure it's how a lot of other resource packs do it.
i haven't personally worked out how to do that myself but it's probably not too difficult. nearly every tab in vanilla does this already, i'm pretty sure.
