How do I make a custom resource pack go into global resources? (XBOX ONE)

I'm making a resource pack that makes the game similar to FortressCraft (from the Xbox 360). The manifest has "pack_scope": "global"in it. Will this work?

This is my first PMC post; please be nice!

I'm not sure how Xbox works, but when I make a pack, i don't put in a pack scope, It just needs to be the right file type and in the right location. just having on the system isn't enough. If I were you I would try to make it a zip (the whole pack) then rename it to have the file extention .mcpack then try opening it on the Xbox (if that's possible). If you can, that should import it into the game and make it usable globaly
