How does a chest-bookshelf work?
Place it, put books(written books, writable books, enchanted books or just books) in the slots and, depending on how many slots are occupied, the texture of the block will change.

Break bookshelf block using fortune and you could get one.
Does the chest-bookshelf enhance the enchanting table?
No, it doesn't. You still need to get default bookshelves.
Do I need a resource pack for the datapack to work?
YES, you need THIS resource pack (version 0 or newer) enabled.

I vaguely remember a datapack that added working bookshelves the the game but the mechanics where different.
In the pack I'm talking about (if I remember correctly it was a year or so ago), when you looked at a vanilla bookshelf it would raycast and turn it into a barral so that you could put your books in it and then when you looked away it would turn it back into a bookcase, this was without a resourcepack mind you, I may have needed to use a resource pack but didn't at the time I can't quite remember but I just remember it being a bookcase when not looking and then a barrel when looking and the armor stands had barrier blocks on there heads (the same as yours)
Anyway, that system was tricky and not so much optimized.
Mine needs a resource pack but it's better, my personal opinion referring.
It's been bugging the hell out of me for months now, I can't find the original post for it, nor can I seem to find the world I had installed it in
Edit: To clarify, I do love your pack, it's really well implemented and I'll likely be adding to to my world, I just hate when I can't work something out and this question has been bugging the hell out of me for MONTHS now
