I've created only a concept, an idea, which can be used, not a ready feature, so I dynno, but to my mind making structure void obtainable in a very hard way and making such staff one time use, so u need to get one more structure void will balance this. I think u know how to do this, like just changing the item in the hand after using. Also making like its a one second blackhole, so on impact it destroys any block(except unbreakable ones) and all the entities in the radius of like 3x3 area will be teleported to the void and get the invisibility effect forever, the players will also be nulified(clearing all items, making xp level 0). This is a much better concept i think, do u like it?
