Well some new servers struggle because they don't get a communitiy or they post on a server website and thinking that there description of a "action packed thrill server with minigames and pvp suvival" which is just reworded 156 times.
The best way to get players is to make your self known and don't go posting your ip on 100 servers because that just makes you sound desperate.
So the best thing to do is to make cool stuff and to get people likeing you for what you do and then people go on your server.
