What you need:
7-zip or WinRAR
Photo-editing program(I suggest GIMP or Game-maker)
Minecraft.jar file

In a Nutshell
1:Right click your Minecraft jar file and go to "Open With..."
2:Go to browse programs a files are in the Program Files or Program File(86x),when you find it click whichever you want to use.
3:Make a new folder on your desktop screen and name it whatever you want your texture packs name to be (Ex:New Folder=Simple Craft)
4:When you open your MC jar with 7-zip or WinRAR It will come up with a big list of stuff.
5:Place achievement, armor, art, environment, gui, item, misc, mob, terrain, title, pack.png, pack.txt,and terrain.png in to your folder
6:Open whatever you want to edit with your photo-editing program
7:Save them and place the folder in texturepacks folder

11:When it comes to the image choosing window click the save button.
12:Click the old (Terrian etc) and agre to replace it.
13:Repeat for whatever you need to edit.
14:Drag them back to their correct places and drag to folder to "texturepacks" folder in .minecraft
15:Close and start minecraft. Choose your Texture pack
