He's talking about CITs or CEMs I think, some packs that use optifine features have custom entity models or custom item textures so that normally, in game, the items that have been retextured still look the same but if renamed on an anvil, change their models/textures into the pack's new version, like for example, there is a pack that changes crossbows to shotguns when renamed "shotgun". Same can be done with mobs too, so you can have packs that turn foxes into raccoons or fish into other fish species and so on and so forth, the possibilities are endless, it is pretty cool actually

yes i think that's what they meant too, but as far as i know blocks lose their custom names assigned to them in an anvil after placing. i could make block variants but there would be random placing then which makes it quite impractical. But if somebody else knows a way to do that i would be happy hearing about it.

Another way would be by scaling the model of the block down and then making a custom item, that has a 3D model which can be placed upon or on the side of the lectern to get the desired look but i dont see a reason to do this. But pxelo if you wish that i make please tell me and i will do it :)

Yes, that was it.
I thought 3d model blocks can be replaced in that way, renaming the in the anvil as i said.
