I think rather than being the same they're probably allied. Since Witches obviously don't show up in any Illager structures and primarily hang around swamps which are pretty far from most Illager settlements.
probably not they are only in raids because they are smarter than zombies also they don't harm villagers only players and they heal other illagers I think
